Telecommunications market liberalization and a thaw in tariffs

The government has declared its support for telecommunications tariffs balancing. Has this been a mistake which will only change the fees which residents pay for services? Is it a desire or an economically justified need? Can it be expected that under free market conditions, telecommunications services will become less expensive? The author says yes and no.
