Evaluating the Processes of the Information Society in the Context of Globalisation

Globalisation is a suggestive word. It is often used in various ways to describe a phenomenon of a worldwide nature. The term relates to the process of national economies which are becoming integrated into the global economy. This is a measure of internationalisation. It appears through global production networks and the organised marketing of transnational companies. We must not forget, however, that globalisation is still not part of all national economies which are seeking to achieve an identical level. Third World countries in particular are lagging behind the dominant triad of the United States, Europe and Japan.
Public Libraries in Latvia Receive Funding from Bill & Melinda Gates Foundation to Expand Access to Computers and the Internet

In November 2006 the Bill & Melinda Gates foundation awarded $ 16.2 million grant to the Latvian Ministry of Culture to expand no-cost access to computers and the internet in Latvias public libraries and provide the necessary training and technical support to librarians. This grant is a part of foundations Global Libraries Initiative, which aims to support libraries in countries all over the world. At the moment besides Latvia, the Global Libraries Initiative has grants for libraries in Chile and Mexico and in a near future plans to award grants in Botswana and Lithuania.
On the Front Lines of an Invisible War

In April, Estonia bared its teeth against Russia in a way which had never been seen before. Over the course of a short period of time, Estonia chucked away the half-century of Soviet occupation which was part of its history. A bronze statue of a Red Army soldier was removed from the city centre of Tallinn and installed in a military cemetery, where it properly belonged. Russia was outraged. A ruthless war of propaganda was launched against Estonia all around the world. One aspect of the war involved a cyber-attack of a scope which was entirely unprecedented.
Let Us Protect our Children on the Internet!

Have you ever noticed that sometimes we do things in the Internet environment that we would never dare do in the real world? We have nicknames, we take part in the mob-like structure of political portals. We believe that we are completely safe, and who cares if some unknown person sends an E-mail in which he seeks information about an attractive girl? So the person earns the girls trust and finds out where she lives so what? On the street we avoid contacts with strange and suspicious people. We lock our doors, but on the Internet we completely forget about caution. How can that be? Latvia has launched the Net-Safe project as part of the European Unions Insafe network, and the aim is to be focus attention on Internet security issues, particularly insofar as students, teachers and parents are concerned. The Insafe network has been operational in some European countries since 2002. The project is being co-ordinated in Latvia by the Secretariat of Special Assignments Minister for Electronic Government Affairs, and the Latvian Internet Association is actively involved.
Aspects of Cybersquatting in the Baltic States

The author reviews various aspects of the process known as cybersquatting classical and European practice and theory, steps being taken in the Baltic States in opposition to cybersquatting, the situation which exists in this regard, and a possible solution that just might work.
E-Government And The Problems Of Differently Abled Persons On The Internet

People with various disabilities are perhaps the one segment in society which has the most to gain from the technologies of the electronic age. At the same time, however, they present some of the lowest rates of technology use among different groups in society. The result of this is that the potential benefits of computers and the Internet for differently abled people are far from being utilised to a proper degree. Computers and the Internet have a tremendous potential to expand the lives and increase the independence of people with disabilities. Homebound people can log in to order groceries, shop for appliances, research health issues, participate in online discussions, catch up with friends, or make new ones. Development of the Internet Society is one of the three major priorities stated in Lithuanias long-term strategy. This is in line with the aims of the European Union, too. Lithuanias goals in this regard are co-ordinated with the Lisbon Strategy and the E-Europe: Information Society for All initiative. It is quite important to make sure that differently abled people can use the opportunities of IT. This study presents the results of an analysis of major government Internet sites, the aim being to see how these are adapted to the needs of differently abled persons.

European funds and special programmes help to facilitate the overcoming of issues related to vocational and higher education.
Online Availability of Public Services in Lithuania

In implementing its E-governance concept, Lithuania has given paramount attention to E-government projects which relate to the offering of public services on the Internet. This paper focuses on the important information systems which enable the provision of more efficient and convenient services and information to citizens and businesses, facilitate and accelerate the work of government institutions, and allow people to save time and money. There are, however, various obstacles in this area, including the interoperability of systems. Information systems often function separately, and there are also issues concerning identity, the scarcity of human resources and knowledge, etc.
Five Years of E-Democracy in Estonia

This article presents the research data and the conclusions which apply to SMEs.
